RESEARCH INTERESTS
I am a specialist in European politics, comparative politics, and comparative regulatory policy. Recent publications include articles on federalism and emerging rights, on HIV and the importance of public health policies over criminalization, on obligations of states when law enforcement fails, and on the protection of data in public health policy. I am currently editing a book on comparative conservative politics and am at work on a monograph on the political rights of part-time residents.
